Your candidate graduated - Cum Laude  - from National University with a Bachelor's Degree in Public Administration with an emphasis on criminal justice. Your candidate as a working professional attended college on his off hours, mostly while still regularly employed and working shifts as a peace officer. 

Your candidate for Sheriff, Chuck Battle, is everything you need in a county sheriff. Your candidate brings you well rounded, first rate, professional law enforcement experience. A lifetime of exemplary examples prove what a self-starter your candidate has always been and will continue to be. 

Your candidate has practiced law enforcement in the military, in the city, and in the county. Your candidate’s experience includes patrol, street work, traffic accident investigation work, accident reconstruction expertise, seven years of hands on detentions experience, both as a line deputy and as a law enforcement supervisor in detention facilities. Your candidate in his last assignment had approximately nine years of experience as an administrative sergeant in a patrol station in a contract city. Your candidate initiated many innovations to improve the efficiency of this sheriff's department patrol station including building a scheduling program which gave supervision and management the means by which all shifts could be scheduled far into the future with all the functionality in it necessary to completely support the patrol station's mission. 

Local History

Your candidate has been a county resident since 1970 and homeowner since 1976. I share your interests in keeping this county safe. Your candidate brings some fifty-years of law enforcement, detentions and expert investigative skills and experience to the table. Working the line in and supervising deputy sheriffs in detentions is a vastly different challenge than is just LE street work and LE supervision. Your candidate worked for arguably the best known chief of police and sheriff in this county’s history. Former Sheriff Bill Kolender commented upon and about this candidate’s Honorable Retirement from service in 2007. Kolender’s “Letter of Appreciation” referenced this candidate’s LE service across the two departments they both served on while Sheriff Kolender was top cop of each.  


“Congratulations on the occasion of your retirement. Your professionalism will serve as an example to the many men and women who are just now starting their careers. During your fifteen years of service to the citizens of the County of San Diego, you maintained a standard of excellence for yourself and the department. Throughout your career, your supervisors have described your performance with words such as “tenacious,” “thorough,” and a “cop’s cop.”  You admirably performed each of your many assignments and achieved notable results. Your assignments at the sheriff’s department included working both as a Corrections Deputy Sheriff and as a Law enforcement Deputy Sheriff. You earned a promotion to Sheriff’s Sergeant in November of 199[4]…” 


Sheriff Kolender went on to describe this candidate’s years of notable service at the San Diego Police Department. Then Chief Kolender officiated over this candidate’s 85th Academy’s graduation ceremonies in 1975. Chief Kolender recognized this candidate as the “Honor Man” of that graduating police academy class, the last award of its most challenging kind.   


For the last fifteen years, the first seven, full time, your candidate has worked with a local, law office as an investigator tasked with defending and representing peace officers in administrative appeals and criminal defense. This experience and exposure to litigation as an investigator in these venues gives your candidate a unique perspective on the day to day process of employee discipline and how that negatively affects morale. Poor morale affects sheriff employee retention and morale's a problem that can and should be addressed.
